Key Takeaways:

  • Singapore, Malaysia, and Thailand are working together on cross-border settlement with digital money.
  • Banks and technology companies join large crypto and payments companies like Ripple, Circle, Coinbase, and Visa for BLOOM.
  • The project addresses three issues: multi-jurisdictional settlement, interoperability of networks, and programmable compliance protocols.

Three central banks from the Southeast Asian region are sharing efforts to work together on digital money, and both traditional finance and the crypto industry are joining forces to enhance cross-border transactions. Singapore’s Monetary Authority of Singapore (MAS) announced on October 23 that Bank Negara Malaysia (BNM) and the Bank of Thailand (BOT) had joined its BLOOM initiative as policymaker members.

Three Central Banks Coordinate Digital Money Rules

BLOOM is Borderless, Liquid, Open, Online and Multi-currency. The public-private effort aims to align thinking by regulators, financial institutions, payment networks, and technology providers about interborder digital money.

The project covers different forms of digital money, including tokenized bank deposits and regulated stablecoins. BLOOM is looking to make alternative arrangements, agree and work together and continue to respect the specific regulatory requirements for each jurisdiction.

This also applies to crypto markets, as fiat can fuel digital transfers and settlement, but this has to be followed with acceptance by counterparties, compatibility with infrastructure and adherence to local rules and laws.

The partnership also will serve to coordinate international standards and supervisory expectations, providing financial institutions with a more uniform approach to cross-border transactions, MAS said.

Ripple, Circle and Coinbase Join a Growing Network

The new BLOOM members are Airwallex, Mastercard, Maybank, Monee, Nium, Ripple, ShopeePay, Visa and World Bank Group.

It brings on the existing participants including Circle, Coinbase, Anchorage Digital, DBS, J.P. Morgan, Standard Chartered, Stripe, Temasek, and other financial and tech companies. Hence, the project collects institutions that have experience in stablecoins, crypto infrastructure, banking, and international payments.

Three Priorities for Cross-Border Settlement

Within the course of this BLOOM participants will concentrate on the following three areas. They will look at how institutions can embrace diverse forms of digital money and complete transactions between their counterparties in different markets.

Second, they will be engaged in interoperability efforts, tackling the essential technical and operational challenges between the different payments systems and digital currencies. The third is the investigation of programmable controls, such as which can be installed in digital money transactions to verify identity, conduct sanctions screening, and ensure that the transactions are safe.

The issue with the faster digital transfers is not enough because these are vital for regulated stablecoins and tokenized deposits, as would the ability to accept, exchange and settle funds compliantly across jurisdictions.

Lower Costs Could Support Institutional Crypto Adoption

Common implementation frameworks and aligned commercial arrangements could streamline the need for financial institutions to have to negotiate individual processes with each counterparty or market, MAS said. That has the potential to reduce implementation costs and make new services available sooner.

World Bank Group involvement also adds a development viewpoint, such as through the introduction of modern payment mechanisms, cross-border payments, and greater access to finance.
